Monument Policy
Downtown Willemstad with its many monuments, culture is historically very
valuable and unique in the region. Also outside the city spread out over the island
important monuments. The Executive Council of the Island Territory of Curaçao has to
therefore adopted a policy in 1990 monument in the Monument Plan.
The basic principle of this policy is the preservation of monuments, including the
designation of buildings as protected monuments. This policy has its legal basis
given by adopting the regulation Monuments island Curaçao (A. 1990
no.5). This regulation includes a system of rights and obligations.
In 2002, the island’s heritage policy has been updated by the Plan di
Monumento 2000+.
protected Monument
As a protected monument which buildings can be designated at least 50 years
old and considered to be of general interest because they have one or more values
which are described in the Monuments island Regulation 1990. these values
beauty, artistic value, significance for science, history of the country and
ethnological value.
The selection of protecting monuments is additionally also looked at the
following three criteria:

Monument Description
To protect every monument is made a description. In this description,

In the framework of the implementation of the Monument Plan 1990 are the following
established organizations.

Founded in 1990 as a division of the Department of Physical Development and

The Foundation Memorial Fund Curaçao
The Foundation Memorial Fund Curacao is a “non-profit” organization established in August
1992 by the government and private initiative in the framework of the implementation of the 1990
adopted by the Executive Council of the Island Territory of Curaçao
Monument Plan.
The purpose of the Monument Fund Curaçao is to promote the restoration and conservation
Monuments, within the framework of the policy objectives of the Island Territory of Curaçao,
by providing financing facilities and providing the necessary information on
the field of restoration and preservation. How come Monuments Fund to its funds

Grants and loans
Under Article 13 of the monuments island Curaçao regulation grants
Curaçao Monument Fund Foundation, on behalf of the Executive Council, a contribution to the
repair and maintenance of protected monuments. This contribution is given in the

Eligible costs – Subsidy basis

Grant and loan rates

building.

Memorial Fund Fees
The Foundation Memorial Fund Curaçao involves costs for its work
account. These activities comprise, in addition to giving general advice on
technical, financial and legal matters relating to monuments and restorations,
inter alia, from:

In addition, there is interest during construction (9%) charged on the number of months
it takes architectural restoration process.
This Memorial Fund costs can be included as a loan in the total
borrowing costs.
Application for Restoration funding.
Before commencing the work, the applicant shall file a written
request at the Monument Fund for restoration funding (grant and loan). Only if the request is approved by the board of the
Memorial Fund and the mortgage is signed can be started with the
construction work.
